Pakistan forcefully rebutted India’s accusations of cross-border terrorism during a United Nations Security Council (UNSC) debate, urging New Delhi to reevaluate its actions rather than deflect blame.

Speaking during a high-level debate on “Promoting International Peace and Security through Multilateralism and Peaceful Settlement of Disputes,” Pakistan’s Deputy Permanent Representative to the UN, Ambassador Usman Jadoon, dismissed the Indian claims as baseless. Responding to remarks by India’s UN envoy Parvathaneni Harish, Jadoon accused India of sponsoring terrorism in Pakistan and beyond.

“It is India that actively sponsors, aids, and abets terrorism,” said Ambassador Jadoon, condemning India’s “tired narrative of victimhood and blame-shifting.” He added that India’s accusations were especially regrettable, given the UNSC’s earlier consensus to reaffirm the importance of peaceful conflict resolution and respect for international law.

Ambassador Jadoon also addressed India’s response to a speech by Pakistani Deputy Prime Minister and Foreign Minister Ishaq Dar, who had emphasized the urgency of resolving the Kashmir dispute after the adoption of a Pakistan-sponsored UNSC resolution calling for the peaceful settlement of conflicts.

Jadoon reiterated Pakistan’s stance that India is in illegal occupation of Jammu and Kashmir, accusing it of consistently violating UN Security Council resolutions and denying the Kashmiri people their right to self-determination. He criticized India’s human rights record, particularly its treatment of minorities and its actions in the occupied territory.

Further escalating tensions, the Pakistani envoy accused India of unilaterally suspending the Indus Waters Treaty in an attempt to deprive Pakistan of its rightful share of water. He also referenced India’s recent cross-border aggression in early May, which he said targeted civilians. Pakistan, he stated, responded in self-defense, downing six Indian aircraft.

Jadoon emphasized that hostilities were diffused due to Pakistan’s “position of strength and responsible approach,” aided by U.S. mediation. He highlighted the irony that India, which initially brought the Kashmir issue to the UN, now refuses to implement the very resolutions it once sought.

India, in its statement, dismissed Pakistan as “steeped in fanaticism and terrorism” and criticized its economic challenges.

The debate, which will resume on July 24, followed the UNSC’s unanimous adoption of a Pakistan-led resolution urging member states to ensure the effective implementation of Security Council resolutions—particularly in long-standing disputes like Kashmir and Palestine.

Deputy Prime Minister Dar, who traveled to New York to lead the high-level session, presided over the meeting and confirmed the adoption of the resolution with a symbolic gavel strike. UN Secretary-General Antonio Guterres praised Pakistan’s leadership, calling the initiative timely and vital for global peace efforts.

The event marked one of the two key initiatives proposed by Pakistan under its rotating presidency of the UNSC, aiming to address unresolved conflicts threatening international peace and security.
