
The Indian intelligence agency RAW has allegedly been linked to the recent Pahalgam incident, according to a series of leaked documents circulating on the messaging platform Telegram. The materials reportedly expose the agency’s involvement in a false flag operation and its broader narrative-building strategies.
Sources familiar with the matter claim that the documents point to RAW planning the attack, with detailed instructions on media handling and narrative control. The leaks, titled “Psy Ops and Narrative Control,” suggest that the operation was designed to direct blame toward Pakistan’s ISI, but only after a delay of 36 hours. However, the premature response by Indian media, which immediately implicated Pakistan, is said to have compromised the plan.

The documents reportedly outline the deployment of field operators under the pretext of monitoring tourist activity, the use of AI tools for collecting witness accounts shortly after the incident, and the dissemination of manipulated video footage. Over 200 social media accounts were allegedly to be used to propagate anti-ISI sentiment and deflect global attention from the Kashmir issue.

Furthermore, the material indicates that forged ISI-related documents were to be placed near the attack site in a bid to link the operation to Pakistan. The plan reportedly coincided with the diplomatic visit of US Vice President JD Vance and included proposals for an international anti-terrorism appeal.

A secondary operation was allegedly prepared in Shopian in the event of exposure, and instructions were issued to limit any cross-border movement to avoid attracting mediation from China or the United Nations.

The Indian government is reported to have initiated an internal investigation into the leak. Some sources suggest that the disclosure may have originated from dissenting elements within RAW critical of Hindutva influence in the agency.
